Simply mold chakra into your vocal cords while performing the tiger handseal. Once done, begin to release the chakra and make it travel anywhere you want. As you begin to talk, the sound will be heard from the place you send the chakra to.
Your mouth will move abut you won't say a thing. The sound will appear where you will choose.

did you read the jutsu description? you need mist/smoke/flash/something that momentarily blinds the opponent in order to attack him/her by surprise. Again, please.

Description:A technique that utilizes an umbrella as well as various needles, sending the umbrella into the air and sending down a great deal of needles at the opponent which can be controlled by chakra.

Description: Removing nails from their pocket, the user will throw them into the air and then plant them tip first into the earth. Using their chakra, the nails will travel into the ground. Then at the user�s discretion, they can fire the nails from the ground through the feet of their target to nail them in place. They can then fire the remaining nails from the ground to cut the target to pieces.

stab them/do the whole throwing in the air and let them stab the ground number, though the second option in a battle ain't the best bet, and focus your chakra through them. They should, if stabbed by the head, sink futher into the ground and travel through it at you command. Now, they don't travel a lot, only up to short range of you. This is a good restraining/surprising tech if used correctly, you can make the needles stab the opponent's feet and surprise/startle them as you can then make another blow or send the other needles to attack.
Now do the jutsu on this kankuro henged *does the clone, it henges into kankuro* clone.

nice, no try turning into fine grains of rock and reform anywhere you want. In order to do so, release chakra all around you body and split every single cell of yours, which is now like rock, forming a small sound cloud. Then, mold chakra again and reform at will wherever you want to.
