You also wrote it without an H. o.o

Alrighty then, rain is it? Tell me what you know of this "element" (including why the word element is in parentheses).

Well rain is produced by clouds, it happens due to the water cycle in which water evaporates from the earth and gathers into the sky as vpor, after a set amount of vapor is gathered it precipitates and thus rains. Also different 'types' of rain exist, like normal rain, or acid rain which comes from pollution and I guess from chakra manipulation/med training in narutoverse. As for why Rain isn't an element it is simple, rain is water, it is just simply located in clouds, that itself doesn't classify as an element but as a sub-element or a puesedo element. Also being water rain has the same weakness and strengths as water, being weak against earth and strong against fire. Also IMO rain is the element of the sneaky =D I have skimmed several times through the techniques for it and I must say I like it, creating cloud clones can be used story wise for example, or creating spears of rain that will be unnoticeable. And a lot more.

Well thats all I got for know.

After performing going through a series of hand seals I manipulate my chakra and create clouds of rain, the clouds cover the entire area, and not a moment later rain begins to pour down on us, making us wet in the process =D

Rank: C
Type: Supplementary
Range: Short-Long
Chakra cost: 15
Damage Points: N/A
Description: A perception ninjutsu, allowing one to freely manipulate rain infused with the user's own chakra after waving the Bird → Rat → Ox → Monkey → Rat → Snake hand seals. The rain falls from rain clouds, formed with the users own chakra. During this technique, the falling raindrops are closely linked to the users senses. When the rain is obstructed by a chakra belonging to someone the existence of the target can be detected. The rain will keep on falling until the user uses the seal to cancel it.

(Suiton: Kokuun) - Water Style: Black Clouds
Rank: C
Type: Supplementary
Range: Short-Mid
Chakra cost: 15
Damage Points: N/A
Description:After performing the Ram → Snake → Tiger hand seals the user creates a flammable black mist that forms a small cloud. The user can then move the cloud above their target and disperse it, covering the target in flammable oil.*

(Suiton Hijutsu: Kirisame) - Water Release Secret Technique: Mist Rain
Rank C
Type: Supplementary
Range: Short - Long
Chakra cost: 15 (+5 per turn active)
Damage points: N/A (-10 to opponents ninjutsu)
Description: A technique known by Kirigakure Shinobi where the user first performs the following hand seals Ram → Dog → Rat and then they make it rain. Any chakra that comes into contact with this rain will be eaten and reduces the power of the techniques by -10 damage. This technique lasts three turns.
Note: Can only be used by biographies from the Hidden Mist.

(Suiton: Uramiame no Jutsu) - Water Release: Grudge Rain Technique
Rank: B
Type: Supplementary
Range: Long
Chakra cost: 20
Damage points: N/A (-15 per turn the target remains in the water)
Description: The user will first perform Dog hand seal and then the user create a large storm cloud, which in turn produces rain. The large amount of rain then turns into a large wave of water and sweeps the enemy off their feet. While the targets are trapped in the water, their chakra will slowly be drained away. Chakra draining properties last for two turns.

Upon hearing your words I find a nice rock and lay on it, with my face to the sky, I take one final look before closing my eyes, at first the rain drops were heavy, suffocating in fact, they were annoying so I instinctively raised my right hand and blocked the rain drops from hitting my face, but when I did that a puddle of rain formed in my hand, and a single rain drop slipped away and hit my in the eyes, however I didn't feel pain, I didn't feel like the rain was heavy, as a matter of fact I felt that it was light, relieving, and had a tranquiltiy effect on me. After experiencing this I removed my hand and let the rain pour down on me, with each rain drop I got to know new characteristics, characteristics that by far exceeded my expectations, such as the maliability of it, or the power in such a small space, and manny more traits were discovered.

With each falling rain drop my senses tingle and het agitated, and when you created your clones, the rain got my senses in a frenzy mode, the rain had 'informed' me of the location of your clones, I feel three clones, one is hiding behind the bushes, a second in the trees, and the third near the women spa. >_>

That perverted look :|

And no questions for now.

Edit: Yeah I got a question, if my opponent was the one that caused it to rain, can I manipulate the rain? Or does my technique need more chakra output than his to happen? Example he used 30 chakra to cause it to rain, if I use 30 and less chakra my technique wouldn't work, and If I use 40 chakra my technique will happen. Also what about techniques that have a chakra requirement for each turn(rain technique wise)? Also can I manipulate rain of both me and my opponent caused it to rain?(Both of us used C rank rain tiger at will tech)

Think of it as any other technique were your chakra clashes with your opponent's. The rain is filled with a set amount of their chakra, and in order to use that rain you need to replace their chakra with your chakra. If you use too little chakra, you'll be unable to achieve this. So assuming they're using the C-rank Rain Tiger technique, you need to overpower it with a B-rank rain technique.

Alrighty then, lets begin.

(Ame Tama no Jutsu) - Rain Bullet Technique
Rank: D
Type: Attack
Range: Short
Chakra cost: 10
Damage Points: 20
Description: By focusing chakra into the user's hand they are able to gather rain drops towards their palms, the rain is molded together by chakra and forged into a high pressured orb. Once done the orb will shoot away from the users hand and the user will be knocked back. If it hits the enemy the enemy will be sent away flying or unbalanced.
For this technique tell me its strengths and weaknesses, and how you preform it.

Well the first thing I noticed is that this technique is a double edged sword; "the user will be knocked back" this immediately caught my attention, that statement gives me an advantage and a disadvantage. The advantage being decided into two parts:
1) When I hit the opponent I will be sent back, this will allow me to use techniques that can be dangerous to myself if I am close to the opponent, per example a earthen pillar, but the recoil isn't that great, it will knock me back 3 meters tops, so I must use this wisely.
2) Well if I had prepared this technique, and I am dashing towards the opponent and they use a projectile based technique, I can slam this on the ground thus sending me away from the proojectile, the 2-3 meters bit mentioned above applies here as well.

Now the disadvantage is situational, but if I used it in direct contact with the opponent, the recoil will send me back a few meters, and depending in how I delivered the attack I might be airborne, this will prevent me from using most earth based technqiues, and some other techniques that require contact with the ground.

"High Pressured Orb"

This means that I can use the technique to defend against incoming projectiles, also since it is pressurized and it fits in the palm of the user, it can go undetected.

The obvious disadvantages are the range and rank. The techniques rank is low, so the ways to defend against it are many, but an advantage rises from this, the opponent would most likely underestimate the technique so it can be exploited. As for the range, it is short ranged, and getting into short range with most role-players is a no go, so I find it hard to use this technique.

In order to perform the technique I exploit the rain previously created by myself, due to the fact that my chakra is in the rain I find it easier to perform the technique. I begin by extending my arm, open my palm, then I begin to gather the rain drops into that said palm, I use shape manipulation in order to form the gathered water into an orb form, the orb is pressurized somewhat similar to the famous rasengan, but minus the spiraling part.

Very good. You wrote.....a lot..... O__O

Now lets practice your manipulate of the rain. What you're going to do is use shape manipulation on the rain drops and form them into different shapes. Lets start off simple, turn ten rain drops into ten spheres.

I was bored xD

As the rain continues to poor down on us, my mind goes blank, the only thought that I had in mind was manipulating the rain into a different shape, the shape was no other than a basic one, that of spheres, I had to manipulate ten rain drops and create ten spheres, the task seems simple enough. I first allowed the rain to fall down on me, as the rain came into contact with me, I remembered the characteristics of the rain, with the characteristics in mind I took direct control of a single rain drop, I used shape manipulation to change it's shape, I changed it so that the edges of the droplet would begin to become smooth and ultimately so smooth that it forms into a sphere shape. I then repeat the process but on a increased number of rain drops, 10 to be exact, the rain drops take the form of a sphere and fall towards the ground.

By simply adding more chakra into the rain I take control of it, other than the shape manipulation which I previously did, I began to condense the chakra so that it became thicker and thicker, and as I pour more and more chakra into the rain, they become denser, this gives the rain drops a solid-like property.
