Of course many people will automatically say that susanoo is the strongest defense no questions asked mostly due to the fact that it is being used by madara, itachi, and sasuke, three of the most powerful uchiha and shinobi in the narutoverse. It has been tested and defended against several attacks and survived. They also accept the hype given to it by sasuke who said it was stronger than gaara's sand defense, though it does have some feats to back it up. Even though it has been broken through several times by several powerful attacks and jutsus, they would compare it to the rotation and say "if susanoo couldn't stand up to it, then rotation also couldn't stand up to it as well"
They look at rotation and say, "well rotation is used by mere hyuugas who aren't very important nor powerful in this series." They also see that rotation hasn't been used to deflect much more that shuriken or fodder ninja and say that its worthless in comparison. Then one of the greatest arguements would be that "KN0 Naruto broke through it in the chunnin exams so it definitely isn't that powerful" when they are oblivious to the fact that it wasn't even complete to begin with. They also think that the hype, given to it by one of the most "useless" characters, of being even stronger than gaara's sand defense, is nowhere near enough to compensate for how much they have seen of it.
They haven't seen enough of rotation to say that it would even compare to susanoo, but it's moreso that they are too blinded by the overall power of the uchiha and make everything that they do better than everything else.
