I agree they attacked at same time. But rinnegan has no reason to improve Sasukes speed from his base form. There has been nothing ever said, whatsoever, that supports the idea that it enhances Sasukes or anyone elses actual foot speed. So why does it matter? It gives him abilities, not speed.

Right, the eye does not increase speed. Some people are only stubborn and do not get it.

1. Madara statue head is not rounded

2. Hashi statue head is rounded

3. Sasuke on madara head while naruto on hashi

4. When clashed, they both on a round head statue

OK....you can't go by the clouds because Sasuke and Naruto both have clouds in their background. When they clash we are looking at the clouds from a different angle then before they attacked so nobody can say which statue they are over. Yes, Sasuke's eyes power doesn't increase his physical speed, but it does have him read movement better. The fact Sasuke, with eye power activated, couldn't blitz base Naruto proves have much powerful base Naruto has become.
