Pre Sage power up Naruto was fast like a DB character in the Android Invasion Saga.

Riggegan Sasuke is not faster than pre Sage power up Sasuke. An eye does not give speed.

I agree they attacked at same time. But rinnegan has no reason to improve Sasukes speed from his base form. There has been nothing ever said, whatsoever, that supports the idea that it enhances Sasukes or anyone elses actual foot speed. So why does it matter? It gives him abilities, not speed.
