He didn't show a cooldown, he wasn't stated to have a cooldown, so saying he has a cooldown is speculation with no evidence from the manga. He used teleportation 3 times in a roll and didn't need a cooldown.

Pein had a cooldown or whatever because he was not the original body. Nagato has never shown any 'cooldown' to my knowledge.
