Nope Sasuke's exact choice would be Kakashi. Sure he doesn't have high reserves to handle it initially but he can progress as he has the Rinnegan like he did with the Sharingan. He is the one that has the most experience with eye power after Sasuke dies. If Obito ever decides to hand him the Rikuudo Chakra from the dead he could definitely control it.

Sarada is too fodder to handle his Rinnegan and would collapse immediately and the rest of NV doesn't know what its like to posess a Rinnegan.
