They're similar in that they would both be the most powerful in the world and in control, but that's pretty much it.

Nagato wanted to keep everyone scared and in order by destroying their homes them. Sasuke wants to do no such thing, instead he just wants to pretend to be a villian and have everyone unite against him. There won't be nearly as much casualties and the only ones who would get hurt are those that Sasuke sees as dangerous.

If anything, he's going to pretend to be an Orochimaru of NV instead of Konoha.
