If Sasuke does have people who believe in him then once he dies the people who believed in him will start to take over but the people who still hate him will rebel and then it would cause an international dispute and could possibly ninja world war 5.

It doesn't matter if Sasuke doesn't plan on dying, he will die whether he wants to or not, also i don't think we have the right to judge whether what he is doing is good or bad, i mean because if we had the power to rule the world, what would we do with it?

Also why wouldn't they try to take over, if they believed in him they would obviously want to continue what he started.
