He could totally do it, but he probably wouldn't. I question wether he has enough chakra to add an element to it. In fact the only reason Naruto was able to do the rasenshuriken was because of sage mode, otherwise it would destroy his hands.

Naruto can't do the reg one right

Well I believe Rasengan requires a signifiicant amount of chakra. Sasuke does have a decent amount of chakra, but he does not have near the amount that Naruto does. Naruto specializes in brute force which equals the Rasengan. Sasuke specializes in intelligence and skill which leads to jutsu that requires hand signs.

I don't think it takes dat much chakra just control

Yeah, sasuke could use it. But if anyone that has great chakra control could use it, then so could kakaishi, the fifth hokage, sakura, neji, shikamaru, etc.. you know what I mean. But that would be too boring, each character needs to have his own jutsu..

You need wind to do the RasenShuriken. The normal Rasengan needs chakra control, basically.

naruto and sasuke r different. naruto and a jutsu like rasengan go together considering that its been passed down from minato, to jiraiya to him. It wouldnt be the same if sasuke did it. the chidori is also more his style. Violent and all over the placce, seeking revenge i guess...
