Pretty much every time a new maniac tried to conquer the world. One leader would fail the same reason you say multiple leaders would, people are simply too different, not everyone would want the same leader, which would be the reason that revolution would start under Sasuke's rule anyway.

You can never say for sure until you witness it... if a strong minded leader rules the world without the contradictions of others then more could be none... it debatable but none of us can say it works or not unless we know it does or not.

this, this, and this. Killing the gokage is the most unnecessary thing Sasuke can do, I don't see how it would benefit his plans much at all.

I know but after Hashirama defeated Madara he should have saw that the Biju was a Liability to peace.

If I were a world ruler in NV and figured out that the Evil can control and use the Biju offensively I would destroy the Biju to prevent any chance of letting The Evil get their hands on that power.

But they would just revive later on, for Minato to know that means someone must have killed a Bijuu at one point in time and the way they hid the Bijuus was sealing them in people or objects. Only thing is that Akatsuki went after them. That wouldn't stop evil ninjas from creating strong jutsus, the Sage wanted the Bijuus to be protectors but corrupted people made that impossible. Tobirama's Edo Tensei for example, he used it to fight his enemies then deemed it forbidden which Orochimaru and Kabuto used for their evil plans. With all of the Bijuus gone, who but Hashirama or a very small amount of people can take on EMS+ users? Obito didn't turn evil because if Bijuus, nor did Madara or Sasuke; it was losing those they loved. That hatred only build up.

No Bijuus would still leave the Gedo but since they won't have Bijuus they might go around sucking up everyone's chakra for the same goal of powering up the Gedo.

Keep in mind that if Sasuke kills the Gokage that will turn the Alliance against him, he will have to kill far more people for his revolution to succeed, not to mention all the other villages and countries he will have to subjugate and they won't just lay down and let him do it.

It will basically be the Fifth Shinobi World War.

Edit: Oh and once his revolution succeeds, he would have to keep everyone in line, people will revolt against his rule resulting in more death, peace through tyranny never works.

You deeply misunderstand human nature, the only way to stop people from contradicting each other (just say disagreeing with, please) would be to do what Madara did and erase their free will. You're peace is far more impossible than Naruto's and even more so than Madara's.
