Probably because Sasuke cant handle two rinnegan because he didnt awaken it by himself like Madara. Even Obito with Hashirama's cells was only able to handle one rinnegan. The Sage's power gave him a large but limited boost.

Most likely is you need the Yin and Yang to awake both Rinnegan, which in Sasuke's case is only Yin.
