Sasuke would just kill non-ninja citizens. Destroying a city can be rebuilt; Yamato wasn't killed, and I doubt he's going to be. Sasuke would only accomplish making every Konoha Ninja pissed. Sasuke would be able to take out some ninjas before he gets killed, but not all. Sasuke doesn't have Hashi DNA in him, so he is not as powerful as Madara, unless of course Kishi gives him some.

Naruto and Gaara pulled Madara out of his Susanoo, then Naruto was about to rasengan him, but he had the Rinnegan, so it was repelled. Sasuke doesn't have the Rinnegan.

When Sasuke talks about destroying Konoha, he isn't just talking about burning the village to the ground... He wants revenge on the villagers too. Even if he did burn the village to the ground, he wouldn't be able to kill many villagers once the allied Shinobi Forces got back.
Also, remember that most major villages were evacuated to safer places in preparation for the war. Even if Sasuke did manage to burn the village down -Which would require a lot of chakra. Please keep in mind that Sasuke isn't Naruto, so his chakra isn't almost unlimited -Even if he did manage to burn it down, He would quickly be raped once the squad Konoha sends after him for committing a crime like that finds him.

I agree Sasuke is not capable of destroying the Village their are two many Ninjas with skill to prevent this. When pain attack all of the Ninjas were not present. On the Point of Amaterasu it would not take numerous uses of Amaterasu or Chakra to really burn down the buildings considering Amaterasu spreads and even on a grand scale[
