This goes back to when he still just had the MS. His main goal was to destroy konoha to take revenge. Is he even capable of doing something like this, and did he even plan it and not just try wing it?
Pain was able to destroy konoha(the actual village) with shinra tensei. Yet it was rebuilt within a week or so as seen below
So destroying Kohona buildings wouldn't really do much of anything.
Since Sasuke doesn't have any jutsu on the widespread scale of Shinra Tensei, it's also assumed that he wouldn't even kill all the villagers because most of them would prob be able to escape. It took both Itachi and Obito do this to the Uchiha clan.
He does have kirin, but I'm pretty sure, unlike Shinra Tensei, it could be blocked easier since it's a lightning tech, whereas Shinra Tensei is just gravity being manipulated and seemingly unblockable.
Killing the elders would just have them replaced and there are only 2 left if I'm not mistaken.
The only thing that seems to indicate that he would be able to do this is with the scroll. But again, he never planned having the scroll or obtaining some new grand scale power through the EMS......he just seems to try and wing it.
And he also tries to go at it solo since he left Karin behind and cared less about where Suigetsu and Jugo were. He even asked why both Suigetsu and Jugo bothered to come back. He also didn't have any clue about a war happening either.
the argument I pose against using Amaterasu to destroy all of konoha is that it's still a really wide area to cover with amaterasu. Not only would he need A LOT of chakra, but it would take time to get all or even most of Konoha. He would most likely be stopped/interrupted before consuming it all since someone would have noticed by then. At best it would prob be a small part of the village, and would be rebuilt after it's burned down to ash.
So it seems that overall, his "plan" to destroy Konoha is just foolish.
