They were pretty small as well but he wasn't trying with them it was just a diversion seriously unlike pain sasuke's chibiki tensei covered all nine beasts pain only could barely make one sasuke nine without breaking a sweat plus half of rikodou's power....pretty sure that's greater than pain. Naruto could break through the chibaku tensei's yes but sasuke put them way high for a reason.
