9 vs 20 is not the problem. The problem is whether or not Sasuke was exhausted after using the CT. Was he exhausted? I will ask you this simple question since you seem to be flinging stupid comments around this forum.

I re watched Pain CT chapter, the size is irrelevant as naruto was only caught in CT almost at the end thus outer layers.
Sasuke placed bijus right in the centre thus it still could potentially restrain them.

You point is more the reason to why sasuke wouldnt be keeping them in genjutsu forever.
