Sasuke basically has three dojutsu. His Rinnegan is the singular variant of Rinnegan. This means his one Rinnegan is equal to two Rinnegan. His other eye is Sharingan. He basically has Sharingan, and Two Rinnegan. This is what makes him surpass Madara, Hagoromo, and Nagato spiritual-wise.

Kaguya only became in control of him after the black zetsu attack not before, he awakened it with her chakra. Why would kaguya reawaken what she already has?

Besides, by your logic sasuke didn't awaken the rinnegan either it was hogoromo that did it.

Sasuke has surpassed madara. That's for sure. Right now he could even beat JJ madara. Now about hagaromo. I believe the argument here is that when sasuke soloed the bijuu, hagaromo was very surprised. While this may place sasuke above hagaromo in terms of dojutsu skill. Hagaromo's yin power still greater than everybody's.
