And you're wrong about Hagoromo's chakra. Sasuke's chakra is the reason he has a unique Rinnegan. If he can use bansho tenin he can use shinra tensei.

Sasuke has utilized more than just susanoo with his rinnegan, he also used amaterasu/enton which requires a sharingan.
