What exactly does "evil" mean?
Was Nagato evil? Was Madara evil? Sasori? Kakuzu? Orochimaru?
Bad characters are usually perceived as "bad" because they are against the story's protagonists.
-Nagato wanted justice for the loss of people close to him.
-Madara wanted recognition and saw Hashirama as his rival.
-Sasori lost his parents and eventually left the village turning himself into a puppet some time after that.
-Kakuzu was shunned from
his own village because he failed his mission to assassinate Hashirama.
-Orochimaru became obsessed with immortality after the death of his parents. Etc.
The "bad guys" usually have some reason for why they are the way they are. Their motive so to speak.
The same can be said for Sasuke. He's enraged that the village manipulated his brother and enjoyed peace at his expense. He wants revenge on Konoha and, at this point, is willing to kill anyone and everyone who gets in his way.
Is he a criminal according to the 5 Nations? Yes
Is he technically "evil"? I wouldn't say so
So far the only
truly evil character we've seen is Tobi. He's the only one who doesn't seem to be driven with some sort of revenge or emotional issue.
