Neji can easily react to sasuke's level of speed , neji has much faster attacking speed than sasuke , byakugan protects neji from any blindside trap and set up weapon tactics from him and simply jyuken mastery takes care of his katons , not that he needs to waste the chakra since with byakugan he can always keep track of any build ups then he simply evades and stomps sasuke in cqc.

Sasuke's arm would get kncoked to the side by the domes revolvin force and the chakra in chidori would knocked away from the initial clash which is the main disadvantage of it bein focused in the palm , unlike naruto shield of super chakra/aura , unlike naruto sasuke would hav to physically touch kaiten's chakra with chidori and unlike that scenario this wont be a strickly chakra vs chakra clash and sasuke will find himself gettin flung to the side the stomped into the ground by neji..
