Sasuke without sharingan( =Minato) >Naruto without kurama

People need to cool it, and think this through. Sasuke was a prodigy before he even awakened his Sharingen, meaning, he would just excel on the arsenal he has, without a doubt. To think that without sharingan, Sasuke is reduced to a common-retard is extreme fanboyism. If Minato can develop something, so can Sasuke.
In fact if anyone from the current generation has what it takes to develop and imporve upon jutsus indefinitely and exponentially, it's Sasuke. I don't know about Sasuke being above Mintao's level without his Sharingen, but at his age - add a few years on him - and with his past record, he will be without a shadow of a doubt, at his level.
As far as Naruto is concerned, then Naruto has only now bridged the gap - whether he has excelled Sasuke or not is debatable - when it's obvious that till MS level he was inferior, a fact he himself admitted. Like I said, take everything into consideration. Without Sharingen, Sasuke would develop very differently.
