naruto hasn't fully surpassed minato, he has surpassed minato only with rasengan,

Sasuke's reaction speed is fast. Raikage tried his fastest attack on Sasuke, but Sasuke was able to put Amaterasu as a shield. And I'm sure that Sasuke's Tsukiyomi would work on Minato.

Sasuke didn't use Amaterasu upon seeing Raikage's attack, he used it because he couldn't see his attack at all and had no other way to guard against it. As for Sasuke's use of Tsukuyomi, have we actually seen him use it before? He's used basic genjutsu against Bee (which was broken) and against Danzo but we've never seen Tsukuyomi used.

Susano'o is hard to dodge especially the arrows which Sasuke can launch as shown when Kakashi tried to kill Sasuke. However we have seen Minato perform a sort of space-time ninjutsu in order to move the Kyubi's Tailed Beast Bomb away from the village during Tobi's attack. This technique should be able to deal with these arrows in the same way that Kakashi did with his Kamui. The only difference being that Minato doesn't use a huge proportion of his chakra and damage his eyes in doing so.
