Now you're twisting my words. I said why would he need Rinnegan to reach the highest level of Susanoo? I never said that Perfect Susanoo can't be improved nor did I say its at its full power the moment you get it, which it obviously can do considering its made of nothing but the user's chakra. Sasuke obtained half of Hagoromo's power, all of his Yin Chakra. So naturally Susanoo is going to get a buff. The Rinnegan itself has little to nothing to do with it.

Madara still had most of the Yin power in his Rinnegan eyes, from being Indra spirit and that power went to Kaguya when she became him so its more like, both of them got what was left of his power, not completely all of it.

No, the highest level of Susanoo means its the highest level of Susanoo. PS is the highest level, doesn't mean that the said level of Susanoo is at its peak strength. Lol, Madara's naming of his own strongest technique isn't to be taken literally, especially since that's a name only HE uses for it. Sasuke has never once called his Susanoo PERFECT Susanoo.

Sasuke didn't just gain more chakra. Getting Hagoromo's Yin Chakra equals stronger chakra as well, not to mention Susanoo is based on Yin, not Yang.

How does Madara have anything to do with what Hagoromo himself gave to Naruto and Sasuke? Indra (Yin) + Ashura (Yang) equals Hagoromo's Chakra, which let him get the Rinnegan. Madara's powers don't derive from Hagoromo himself, they derive from the mixture of his two son's chakras.

Anything susano'o throws at Minato is easily avoided via FTG and it's versatility. Doubt KCM Minato, even with SM, has anything to pierce Sasuke's susano'o; but at the same time, I highly doubt Sasuke can maintain it longer then Minato's KCM. It'll just be a game of cat and mouse, until Sasuke get's tired out. Then Minato proceeds to slaughter.

In all seriousness I feel like he should be able to pull off one and has a chance of winning two. Since there's full intel and the only way Minato can use FTG is by tagging, Sasuke can either cover himself in his wings to have him tag him there and then retract them by exiting CM2 or shed his skin to rid himself of the tag.

he doesn't have PS. What he used in EMS looked nothing like Madara's or his current one--no wings, not the same face type (chin, nose, mouth, etc). It definitely did not look like Mdara's when he covered Kurama.

And no, V4 Susanoo isn't what he used with Juugo, that was V3. What he armored onto Kurama is PS. Only PS can be armored onto other things. How is what he used with Jugo even relevant here? I'm talking about PS, not V3.

If you guys haven't noticed, perfect susano'o has armor clads, while all other forms do not. When Sasuke covered Kurama's cloak, obviously clads were all over him, so Sasuke did indeed have the technique.

Base Minato Obliterates first scenario.
Minato wins in the second scenario, but with some difficulty. I'd say Medium.
EMS sasuke with PS Will beat Minato with High difficulty.
