Also, my point was that Minato has the speed necessary to close in on Sasuke and make contact with him. If Bee could do it, then Minato can do it

I never said that Minato couldn't mark Sasuke. I just said Sasuke won't simply let him attack. If Sasuke's not marked then it will be a battle of pure speed. Base Sasuke is faster than anyone of the Konoha 11 (apart from Lee maybe). Minato's gonna mark him but it will cost him. Plus we don't know how fast Minato is without using FTG. I assume he's very fast though. Sasuke's speed has been praised several times by his opponents, Deidara, Naruto, Sakura (When they first met in Shippuden). I'm not saying Sasuke's faster than Minato though, all I'm saying is that if Minato marks sasuke it doesn't mean it's the end of the fight and it will probably cost Minato something just to mark him.
Either way, Sasuke's got tons of things up his sleeves. He always has something new to show. His fights never cease to amaze me. I still say Sasuke but barely.

Yes, you did. First you said "how would Minato mark him?". That's the same as stating that Minato couldn't mark him. All you did is change your standpoint because you had nothing to counter my previous reply.
My point still stands. If Sasuke was so fast then how is it that Bee was able to knock him around? By your logic, if Sasuke's base speed is so fast then he shouldn't have taken so much damage from Bee and his 7 swords. Sasuke even has the Sharingan to predict movements and yet he still couldn't avoid taking hits from Bee. This is exactly my point. Bee was able to go head to head with Sasuke and Bee isn't even known for his speed. He wasn't even in V1 or V2.
If Bee can fight Sasuke on even terms (speed-wise), then Minato will not have trouble with him.
And how exactly would it cost Minato to mark Sasuke? Are you saying it's that difficult to get in close-range to Sasuke? Did it cost Bee to go head to head with Sasuke? No it didn't. Even Bee's base speed was adequate enough to fight Sasuke without costing him anything. So I don't see where you're getting this idea that it'd cost Minato, who would be faster than Base Bee.
But just to play Devil's advocate, let's assume that for some reason Minato couldn't mark Sasuke. Minato still has his special kunais. If Minato throws his kunai at Sasuke what will he do? Sasuke would obviously block it with his sword or whatnot, at which point Minato could FTG to the deflected kunai that's already in close proximity to Sasuke.
We're basing this argument on the fact that Sasuke doesn't have information about FTG. If he doesn't have a clue that Minato can FTG to the kunai then he's a sitting duck. Using this method Minato was able to out maneuver even Tobi. That battle was a fight that only the person who is a split second faster could win, and Minato won that competition. Sasuke wouldn't be fast enough to realize that Minato FTG'ed to the kunai and counter Minato's surprise attack.
Shinobi were told not to blink in the presence of Konoha's Yellow Flash because that's all the time he needs to wipe you out. He could even wipe out an entire battlefield in the blink of an eye with his FTG. There's no way Sasuke could counter a full on surprise attack from Minato. Not when he couldn't even outspeed Bee.

Killer Bee was known for his Taijutsu, or nintaijutsu, together with his brother. Speed is a part of Taijutsu. Therefore it's implied that he was speedy. Sasuke's more of a ninjutsu and taijutsu isn't his favorite style of battling.
Also, Sasuke would've improved his taijutsu from then, he's stronger now, faster. His fight with Danzo and the Raikage clarified that. His Sharingan would at least be able to perceive Minato's BASE speed.
That' all I have to say.

Oh I watched the fight again. Sasuke wasn't outspeeded, he was able to dodge Killer Bee's Lariat when he was using the the Eight Tail's chakra.

It was said only the 4th Raikage was able to do that. Killer Bee only landed a hit on Sasuke because Sasuke was caught of guard and he was fatigued after he used Tsukuyomi.
Sasuke reacted and deflected Killer Bee's attack a second time.

Killer Bee only hit Sasuke using his swords because Killer Bee is more adapt to Kenjutsu than Sasuke. Even with Sharingan, tracking seven swords is a huge task.
So in my opinion, Sasuke's faster than Killer Bee and the majority of Naruto characters/Naruto Shippuden characters.
For Amaterasu-ftg teleportation.
For Tsukuyomi-don't look at his eyes or teleport to large distances
For Susanoo-throw kunai near his feet and teleport into it with Rasengan
for Chidori-Rasengan
for shuriken-clash with your own Shuriken
for fireball tech-st barrier to transfer the fireball to Sasuke.
For normal Sharingan genjutsu-stay out of range or break it or teleport too far distances.
It will start with normal sharingan genjutsu and end with Susanoo if Sasuke knows ftg. If Sasuke doesn't it will start with taijutsu, Minato will mark and kill him.
