no, sasuke cannot beat madara-he has all elements, all ems jutsus...excluding koto amatsukami(or with madara u never knows...), mokuton, izanagi and all rinnegan jutsus+ 7 bijuu..., space time ninjutsu.....he is so strong that he didnt have to shot any jutsu except his space time or izanagi...when he fought konan...if madara goes full strength, world ends and every shinobi too
