Because kishi didn't make this fight. You're not kishi so it's who has the better advantage. If kishi did make kisame vs sasuke then he might win but he won't do that.

Level 2? You mean fully armor or developed or without it but all bones human figured? I already said kisame and use his water prison jutsu and drown him easily. Dodge the arrows, genjutsu and amterasu.

the giant water bubble it takse away chakra plus danzo found a gap to susano sasuke can to so it doesnt completely save him from breathing and kisame fused with samehadas speed can dodge the arrows underwater

why would you place their battle at the sea? sasuke would win on imo and maybe even in you're situation because, lets be honest, sasuke is smart enough to know kisame's water abilities. sasuke would run to land and fight kisame on land and win imo.
