Sasuke wins...Kisame has no answer for Amaterasu and it's simple as that.

Kisame can have Samehada all he wants, but Amaterasu instant which means Amaterasu will hit him the second he tries to move....the 4th Railkage who is a thousand times faster than Kisame had to use his V2 just so he can dodge Amaterasu and Kisame isn't even close to the Railkage's V1 let alone V2.

Even his Susanoo arrow would 1 shot him.

Kisame Can dodge the susunoo Arrow .. Amertarasu Could Be delt with by kisame starting the match in the waterfall or just jumping in right away .. he cant amertarasu the bottom of water. Then kisame uses Water Dome ..

While I agree Kisame loses to Sasuke via Amaterasu, his Susanoo doesn't pose as a threat to Kisame.

Sasuke would be a fool to activate his susanoo against Kisame. Without something like Itachis Yata Mirror defending Sasukes Susanoo, it only gets absorbed by Great Shark Bullet since it's pure chakra.

If OP restricted Amaterasu this would of been a debatable fight, Kisame doesn't stand a chance simply because he can't dodge it.

Lets give Sasuke first move.

1. Sasuke Activates Mangekyou Sharingan
2. Kisame Noticed the changing pattern in eye, Cast Hidden Mist Jutsu and then hides in the river
3. Sasuke Activates Susanoo to protect from any kind of attack.
4. Kisame cast Suiton daikōdan no jutsu or Water Release: Great Shark Bullet Technique towards Sasuke

The Jutsu is a stronger version of the Water Release: Water Shark Bullet Technique, where the user creates a gigantic shark out of water and, by thrusting both hands forward, sends it to attack the opponent. This technique differs from the original in that it is able to absorb the chakra from an opponent's technique and in turn, use that chakra to grow larger and more powerful. Therefore, the stronger the opponent's technique is, the stronger this technique will get.

So How is Sasuke Going to react to the Jutsu?

If he fire Susanoo shots, the shark will eat the arrows and makes it more bigger since its made of chakra.
He can't move fast enough to avoid it, Susanoo is flat footed and slow as turtle.

OUTCOME? Sasuke is dead, the reason the difficulty is 10 is Kisame used his strongest Jutsu.
