I suppose it's debatable who the two jumping blurs are. But even if it is kakashi, bearing in mind that he's used four raikiri's and a suiton at the point still fast enough to avoid the flames. They Sasuke and Kakashi are the same base speed there is no reason an unfatigued Sasuke couldn't dodge even better
We can assume that Kakuzu had a suiton heart but even then as all his other techniques are B rank I doubt his suiton would be anymore than B rank.

You didn't understand at all. The one who was jumping there was Kakuzu. He used Katon+futon jutsu to distract Kakashi, so that he could jump from behind and catch him.

And don't forget Sasuke doesn't have suiton jutsus, that helped Kakashi to contain a little bit this jutsu, so that he could avoid after that.
