Because of intelligence, I give this to Itachi. He'll fool Sasuke with Genjutsus and clone feints. Because Yata Mirror is fast enough to block lightning, I believe that it would be fast enough to block Amaterasu and Yata Mirror. If Totsuka Blade can seal Perfect Susano, then Itachi definitely takes this. Although, I can imagine Sasuke pulling off a tactic with Kagutsuchi or just waiting Itachi out while he burns up his chakra because of MS in a Susano stalemate.

Just a question, is Sasuke able to use Perfect Susano without Jugo's senjutsu?

EMS sasuke has acess to PS. He can use all this power without the after effects. Itachi can't. He will bleed and feel an intense pain everytime he uses a MS technique. This leaves openings. Sasuke, however, no longer feels that because of his EMS, and he can use his techniques for much longer.
Totsuka won't pierce through PS, and PS would sh*t on yata. Even if yata somehow managed to tank PS, itachi would eventually get tired first, and then, sasuke would beat him.

Yes, he can. Juugo senjutsu only increased the power of the version he was using, just like the kyuubi chakra. But neither can upgrade the susanoo to another version/level. Sasuke can use PS.

Ah, I forgot Sasuke had Perfect Susano'o. I guess he would win. Totsuka blade hasn't been shown to ever fail, so I don't know where you're getting that from.

Yata didn't block Kirin. If it did, Kirin would've been reflected, but it was not. More so, Itachi cannot keep up his v3 Susano for long, if he does Sasuke can just wait it out or go PS. We have seen how genjutsu battles play out between the two, Sasuke being an Uchiha nullifies the superiority of Itachi's genjutsu. Either way Sasuke will be at an advantage. Perfect Susano has a soul? Last I checked it was a manifestation of Sasuke's chakra, so it isn't being pierced nor sealed. He did it on Naruto's Kyuubi, Juugo isn't required. PS ends or Itachi turns off Susano and gets Amateratsu'd.

as lame as it is to say it Sasuke is almost better in everyway, Better Doujutsu and Susanoo, More skilled with Amaterasu, Better Chakra/Stamina wise etc

All Sasuke really needs to do is stay in his Susanoo and attack Itachi, He wouldn't be able to do anything and Sasuke could outlast him
