Because the tbb (kurama) has been hyped along with feats to be one of the most destructive.

Yet all it does is destroy Mountains, at it's standard form anyway, which is what Madara uses. Kurama's full power BD is by far the strongest though.

Already have. We are assuming that EMS Sasuke's PS is equal to Madara's for this. (I also believe it's weaker) Madara cuts Mountains in one strike, Sasuke cuts Meteors that dwarf Mountains even when cut apart, in one strike. The amount of energy EMS Sasuke's PS would need to get to cut what Rinnegan Sasuke's PS cuts is far above that of a Bijuu Dama, which simply destroys Mountains. If the gap could be filled with a Bijuu Dama's energy, Rinnegan Sasuke would be cutting things that are only twice as large as the Mountains EMS Madara cut, yet he cuts things much much larger, so the gap is much much larger.

Sorry ,but I don't think this comparison is invalid ,there is much similarities between both situations ,I will try to make it more clearer

Before sakura and sasuke's attack ,kaguya was evading naruto and sasuke while madara was transplanting kakashi's eye ,kaguya nearly fininshed evading naruto and sasuke ( you can clearly see that ,her whole body is above them

)while madara finished transplanting kakashi's eye ,then both sasuke and sakura attacked madara and kaguya from behind ,kaguya clearly felt sakura behind here (you can clearly see a surprise mark above kaguya's head

),and madara clearly felt sasuke and turned his head to look at sasuke ,finally both sasuke and sakura landed their attack

The only difference between these two situations is that when madara felt sasuke behind ,he turned his head to look at him ,on the other hand ,when kaguya felt sakura behind ,she didn't turn her head ;that is maybe because madara had more free time after transplanting kakashi's eye than the free time kaguya had after evading naruto and sasuke ,or maybe because kaguya didn't need to turn her head to look at sakura since she had the byakagun which can provide 360 degree vision

If you still see a little difference ,don't forget that madara isn't kaguya and sasuke isn't sakura, powered up kaguya is a way faster than madara ,and sasuke is a way faster than sakura ,that resulted to that the gap between kaguya and sakura is much bigger than the gab between madara and sasuke in terms of speed

@kg ,by the way full kuarma technically should be able to perform super bijudoma 2x bigger than the one BM naruto did against the biju
