Because his hype, feats and abilities are above Sasuke even before he became a jin

Pre Jin Hagoromo has no hype, feats, and all we know about his abilities are the fact he has a Gudo Dama staff, and the Rinnegan Jutsu. Beating Kaguya is the only feat he really has, and not only did he require Hamura's help to do it, they fought the Juubi, not Kaguya, who has proven to be superior in her human form.

Juubi is also a massive boost in power. Sasuke got half of JJ Hagoromo's power. Pretty sure half of JJ Hagoromo's powers>Hagoromo before he even became the Jinchuuriki.
