I think it boils down to the fact that Sasuke can't spam the techniques he needs to win this. He was having a lot of trouble with his eyes at the summit, and in general. He has an incomplete Susanoo that he can't keep activated for long, he will have no help from Hawk, and a number of other things I don't feel like getting into.

Either way though, sasuke's LVL2 with its swords is more powerful than gaara's ultimate defense, and gaara really doesn't move around in his fights all that much. Sasuke will win especially if he starts at full strength.
