if you want to mention other ninja that are "kazekage level" naruto sasuke kakashi definetely guy asuma the only reason he is respeted is cuz of his maturity and how he handles situations. naruto wouldnt be fit to be a kage cuz he is too immature and overconfident. he thinks just cuz he has this new power he can end the war by himself im glad that itachi put him in his place. but anyways sasuke is faster smarter has betteer ninjutsu taijutsu and genjutsu on gaara i dont see any possible way gaara could win so please dont overestimate his kazekage title or chief commander cuz last time time i checked shikamaru had a title in the army and he isnt one of the most powerful people

Well normally I would say sasuke but if sasuke doesnt have ems then gaara would probably win (if by ems you mean his mangekyo sharingan)

Sasuke would definatly win. Think about the chunnin exams. Sasuke was winning with like only 1/8 of the power he has now. Gaara was basically at his highest strength because he still had the shukaku as his source of power/defense.
