If kakashi needed his ms to teleport one arrow because he cannot evade it. The second arrow would most likely kill him. After all his speed greatly decreases and so does his chakra. If he did teleport another one, he could die from 0 chakra.

Asuma isnt fast enough to evade amaterasu.

Sasuke has become quiet the spammer, he can with this with low difficulty. Look how easy he spammed and killed danzo
