Dude, Sasuke WAS using his "enton" susanoo from the beginning (he shot the enton arrow at naruto's FRS to no effect). BUT, seeing as how Amaterasu is absolutely POINTLESS against Juubito and/or the Juubi, and Senjutsu is the ONLY thing that can hurt him, Sasuke is using Juugo so he can use Sage Chakra, which is effective, while Enton/Amatersu is completely ineffective. Sasuke IS going all out, just with juugo/curse seal susanoo instead on enton susanno, he's not just using "60%" or whatever.. that makes no sense
plus think of it this way, does anyone think Sasuke is stupid enough to think "hmm.. this damn near invincible thing... why don't I try 60% of my power? that should work just fine." Give me a break, Sasuke is going all out. he's not using the amaterasu part of susanoo cuz he tried that and it had no effect. (and BTW where did this 60% come from? that's BS). and sasuke is not on naruto's level just cuz he now thinks he can fight. his newfound confidence comes from his realization that he can use Juugo could synch his Susanoo with sage chakra

Not only is sasuke kinda fresh but he also obtained a cloak from kurama. As for naruto even though he has had small chakra regens he has not rested for about 2 days.
See the funny part in all of this I you're comparing a tired Naruto who went from intense training, into war where he fought for 2-3 days straight except for the 2x he was healed. We haven't Seen Sasuke limits because he didn't do anything that is considered a real fight, Itachi did all the work against Kabuto and even saved Sasuke from him, Sasuke had Naruto, Minato and Tobirama with him who did more of the work. Sasuke not showing his limits isn't because he's that strong, it's because he didn't really fight to go all out, other people were there to carry more of the burden. Now is when Sasuke starting to fight. And You do Know even if Sasuke get stronger than Madara or close, Naruto would do the same but to Hashirama's power who is stronger. Madara and Kabuto Said this and Kabuto said that Hashirama was stronger than Madara so their fusion will be his ultimate weapon but it would only put Madara more on Hashirama's level now.
current Madara power was replaced the lost of Kurama which was Madara+Kurama tag-team.
This is a non full power Naruto that you're comparing him to so a full power Naruto is stronger or at least by your logic he is. Naruto is not at full power, Yang Kurama got chakra from Yin Kurama while he was trying to gather more chakra so when Naruto and Minato gave everyone the strong chakra, it was Yin's chakra that Yang Kurama made into yang chakra (Naruto is able to change the chakra's quality to fit each person, he even turned Kurama's chakra into his own when Orochimaru and Sasuke first sensed it on their way to Konoha). Minato already used some of Yin's chakra in the fight then gave out to other ninjas via Naruto help and gave Yang chakra when Naruto first went into BSM then again when Naruto went BSM again last chapter.
That shows that Naruto wasn't at full power as well as Yin not giving him full amount chakra because he used most of his up and still had more to give Yang more after having his chakra absorbed. Not to mention that Sasuke power is like 7x-10x stronger since he's using Naruto's chakra. Kakashi said his Kamui was 3x stronger when Kurama gave him chakra the first time, then said it was even stronger when BM Naruto gave the whole alliance chakra so it was 4x-6x stronger then it was even stronger when Yin-Yang Kuramas chakra was given to everyone so that like 7x-10x the power up. That's why Sasuke susanoo sword slash was that strong, the chakra powers up a ninja's jutsu. It doesn't affect Susanoo's form but it does affect it's power. So you're comparing a Sasuke who's power is 7x-10x his current power to an not fully powered Naruto.
At full power BSM>Full Kurama. To combine BM with SM, You need to balance the same amount of natural energy as Kurama chakra you have which would double the amount and make Yang Kurama have his full chakra amount. To add to this, SM increases the person's Speed, agility, strength, endurance, recovery rate, power of nin, gen and taijutsus and give then the strong sensory ability shown in the manga. That means it powers up BM stats even further beyond than before. KM brute strength was so strong that he crushed boulders by just trying to hold them. SM 1 hit a high jounin-kage level ninja (1 of Pain's body) without directly hitting him.
Naruto and other ninjas all showed to lose hope because they have been fighting for days and it's war, it drains you physically and mentally. Sasuke is just joining in so he's not affected by it like those who have been fighting for days.

Sasuke is obviously holding back, he is not even using his Susanoo lvl 3 yet which has the enton orb....

When Sasuke whips out V4 it will most likely rival the 100% Kyuubi in size making BM Naruto's avatar look like a dwarf.U_U

The funny thing is when someone says x character is not at full power, usually they are not using their full power. Let me explain when someone says naruto is at full power, i'm thinking okay so I guess he won't be in Bm let alone Bsm. I'm thinking he going to be fighting in kcm while kurama molds the necessary chakra to go into bm. In the latest chapter naruto is at full power. He is in Bsm(bijuu sage mode), which is his strongest form. People need to realize that when he is able to go and sustain BSM, he is at full power since this is his full power.
