Not Completely correct why?
He told oro what the deal was nothing more for him to learn
He owed tobi for patching him up revealing the truth about his bro & clan and still told taka that they're using the akatsuki aswell
Didn't capture the complete hachibi so still owed tobi even attempted to kill tobi then learned danzo's whereabouts . Tobi only hoped sasuke would capture all five kages which sasuke didn't care about
Now were da actual manipulation occurred is encouraging sasuke's hate and putting him in battles to help along his progress. Both itachi and tobi has done this.
