There a political term for that idea. It's called the neo-con theory and it basically states that functioning society can only be maintained through the creation of an enemy complex. The 'us vs them' idea. I wouldn't say it's stupid because much of history is a chronicling of 'us' vs them; however, that will clearly not lead to true peace.

Furthermore, that notion requires the creation of an enemy to bring people together. But what sasuke is trying to do would be akin to the President of the United States making himself the 'enemy' so the nation could unite around him instead of making 'terrorism' or something akin to that the enemy.

Just crazy.
