I'll go with sasuke. He is wiser,stronger,and has good leadership skills,and he will achieve his goal no matter what it takes, unlike kiba.

I wouldn't elect Kiba to even be the village dog catcher. He'd screw that up.

Shikamaru would be Hokage before either of them. Qualified and basically is running Konoha right now anyway. He could easily be the new Danzou if he weren't Team Naruto all the way.
