Sasuke had his spot light for the whole Madara fight. But I didn't see anyone calling Naruto useless. But regardless Kishi is just giving Naruto the spotlight for the time being.

The full power of the Rinnegan comes out when the user has 2. Sasuke only has 1. Do the math.
