There isn't any reason that I can think of as to why he can't unlock the Rinnegan in his other eye... He's probably either going to unlock that, learn some new techniques with it or his PS will be upgraded to make him not look as fodder as Kakashi.

Sasuke had his spotlight for the whole Madara fight, but I didn't see anyone calling Naruto useless then. But regardless Kishi is just giving Naruto the spotlight for the time being.

The full power of the Rinnegan comes out when the user has 2. Sasuke only has 1. Do the math.
