Sasuke defeated Naruto, end of story. Regardless of what Naruto's intentions were, Naruto should've attacked Sasuke then scratch his forehead protector. Naruto didn't have any elemental jutsus but he had Kyuubi mode, which is way stronger than whatever he would've conjoured up then.
