Kaguya on her own is not the Juubi. The Kaguya that gave birth to Hagoromo and Hamura is only Kaguya. She became the Juubi when she merged with the Shinju. The chakra fruit power is her power which was passed down to Hagoromo and Hamura. Bijuu have nothing to do with it, nor does the Juubi as the Juubi isn't the Shinju, it's fruit, or Kaguya alone.

Yes, but you have to remember that she later merged with the Juubi after eating the fruit. After Hagoromo/Hamura were born, which is why they had to defeat her later on and seal the Juubi.

They inherited their mother's chakra and the Juubi's traits so RSM is literally their base mode, when Hagoromo became Jinchuuriki it only served to enhance his abilities like how Kurama enhances Naruto's chakra, it didn't give him anything new but more chakra. RSM and bijuu are two separate powers, like EMS and Rinnegan.
