I think Sasuke's strength before he got his Mangekyo is heavily underrated. Sure he wouldn't be soloing Kages with ease but his ability and jutsu was still impressive and good enough to challenge some of the strongest shinobi (Itachi, Orochimaru and Deidara).
His chakra and dojutsu prowess were on another level ever since he met Naruto with Sai.
Kurama's reaction and comparison to Madara suggests that he was already capable of making Kyuubi his summon.
His dojutsu prowess is further displayed when he breaks Orochimaru's transmigration jutsu. A jutsu that could be considered a primitive version of the Rinnegan's jutsu was countered by a kid with no Mangekyo let alone Rinnegan.
Pre-MS Sasuke has proven not to be a pushover as well, he managed to push both Itachi and Deidara to their limits with practically no intel on them. Furthermore, his opponents were easily ranked into low Kage level.
Sasuke's dojutsu feats were displayed once again when he broke Tsukuyomi. At this point the author was confirming Sasuke's superiority to his brother regarding skill as well as chakra.
Itachi needing Amaterasu to overpower his brother's katon sums it all up for me. Sasuke's ability was so advanced that Itachi had to resort to strict use of Mangekyo jutsu, there was no other way of challenging him.
A 15 year old Sasuke also managed to invent his own Susanoo busting jutsu despite not having Mangekyo, not even Madara was this skillfull.
We can therefore conclude that pre-MS Sasuke was strong enough to challenge the lower ranking Kages and Akatsuki and also surpassed Itachi the minute he awakened his Mangekyo.
