We see that later into the movie Sasuke appears with no Rinnegan. Making me believe that he somehow lost the Rinnegan in the movie ... Proof:

As you can see the last time where Sasuke has shown the Rinnegan was in the movie, where he lost it thanks to mating with Sakura, but manga facts from 699 show that Sasuke leaves it on. Then in Chapter 700/Gaiden, Sasuke covers his Rinne'gone with hair.


Which leads me to believe that Sasuke lost his powers, and so he grows his hair out in shame. Unless someone can provide manga facts of Adult Sasuke with the Rinnegan, i'm 100% sure that Sasuke lost his powers.

One can only assume that Itachi's gift ran out and he's restricted to 3T since he hasn't used it! There's no statement saying that it would loose its power, but I'm certain that lack of usage=lack of ability!
