Then the wind enhances the arrows, which loses some power piercing through the orbs, and continue onto Naruto in a weakened form, but still stronger than when fired due to being enhanced by wind. The orbs won't have enough force to push back the arrows due to the fact that the attacks consist of wind and the orb, so the orb is only a fraction of the entire attack's power.
The orb and the wind together stalemated Indra's arrow. Which means that even after the lightning was weakened after interacting with the wind, the orbs only had enough power to stalemate the weakened lightning. Theoretically, an Enton arrow would instead be enhanced by this wind, gaining even more power that the orbs won't be able to stalemate with, resulting in the Enton arrow still moving towards Naruto. The wind is eliminated via enhancing the Enton, the orbs are neutralized by the Enton, which takes away a lot of the Enton's power, but still leaves enough sailing towards Naruto.
