Re read the manga. Naruto said that he need Kurama because he sensed Indra inside Sasuke not because he thought that hes weaker than almost blind MS Sasuke.

Naruto's only new stuff was combining his rasengan with the beasts chakra, even that isnt something new. he did that with his SM to create rasenshuriken.

Sasuke's perfect susanoo still matched Kurama blow for blow, he uses the bijuu chakra to get an enhanced one and the only real improvement is "Indra's arrow".

Naruto was not use to rsm nor bm in the war arc. He could only use bm for a short duration because him nd kurama weren't completely sync yet. That didnt change much by the time vote 2 happened. The last and adult naruto are on another level because there now more in sync than war arc naruto. Same with sasuke rinnegan

Indra's Chakra >> Ashura's Chakra.

Therefore, Sasuke >> Naruto w/o Kurama.

Sharingan is a result of Indra's Chakra.
