Perhaps because he wanted to revive the Uchiha clan all while repenting for his sins and uncovering the truth about Kaguya.
To be honest, it's not just Sasuke, but Naruto as well who neglects their children and this is ironic considering both were neglected by their parents (Sasuke by his father in particular).
