Standard rinnegan doesn't shut down completely after overusing one technique. Sasuke's rinnegan and MS shut down if he over uses one technique even if he has plenty of chakra left.

So yes his rinnegan isn't superior.

His Rinnegan shut down in the Kaguya Arc because his body hadn't adapted to it yet. By VoTE 2 he could use MS abilities normally and by the and Gaiden arc he could use standard Ameno with no side effects, he only loses power when he travels through dimensions which the standard Rinnegan isn't capable of.

hagoromo's eye are classified as kekkei mora in the fourth databook...and no sasuke's eyes are not closer to rinne sharingan...the only reason why it has tomoe is because it's a fusion of his old and new left eyes
