1. Chakra Control: Basically moving chakra to certain parts of the body, even externally. Basic forms of chakra control is Tree Walking, Water walking or even sensing other chakra. Skilled Chakra Control users are usuallly Medical-Nin and Sensor-Types, btw Shelke you are right about that.

2. Chakra Shaping/Manipulation: This is advanced level of chakra control, its used to create new jutsu's. This covers Adding, Shaping it, and its Movement. Good examples are Rasengan and Sasuke's Chidori Jutsu Series (Chidori Spear, Chidori Senbon etc)

Chakra Manipulation is also Chakra Transformation, to turn chakra into any 4 basic elements.

Everyone is right except chakra manipulation being an advanced form of chakra control. It's controlling chakra from outside the body.
