I actually like the OP's theory. Sasuke's words aren't congruent with his actions ATM. Jugo is entirely loyal to Sasuke and wouldnt have let Oro go off-plan. Sasuke's main goal is to take out the TB.

the only thing i can think off is that he felt they might play a part in ending the threat then which was obito and madara and then after kill them himself. orochimaru prob felt sasuke needs the help

This is the most ridiculous argument I have ever heard. Sasuke is not an idiot. He might be full of himself but he knows all too well that he can't simply ignore the help of the 5 kages. If he had let them be back then, we don't know how things would end up. They contributed in the fight against Spiral Zetsu. It might have been off panel but they surely did more than some nameless fodders. Now that the bigger threat is gone, he can proceed by exterminating the smaller ones.

If u look here u will see that everyone knew even the Edo Kage that Oro went to help the Goukage. And my point was that Sasuke never told Orochimaru not to help them. They would have been at his mercy then
